Paste a reviewed bootstrap document when creating a VM. The VM generates its own keys on first boot.

Launch a versioned hardened image, then pair its public identity with the wallet.

Preferred model: the operator creates the VM in their own cloud account. WCAHT never requests permanent cloud API keys.
